Project Background:
Bangladesh faces acute climate vulnerability, with rising sea levels, erratic weather patterns, and frequent disasters that threaten lives and livelihoods. Existing disaster preparedness systems are largely top-down and infrastructure-focused, limiting their reach and adaptability. Many lower-profile or less frequently affected areas remain underprepared, resulting in severe impacts during sudden events like flash floods or tidal surges due to weak local capacity and limited institutional support.
Despite these gaps, coastal communities, especially women and youth play critical roles in disaster response. They apply practical, experience-based strategies such as strengthening homes, managing water, monitoring embankments, and supporting vulnerable groups. However, their knowledge is often undocumented and excluded from formal Disaster Risk Reduction (DRR) systems.
People for People (P4P) initiative, which is a partnership between OXFAM and CODEC, addresses this by making women and youth Environmental Human Rights and Land Defenders and allowing structured peer learning. It focuses on:
(1) protecting civic space through safe, trauma-aware engagement and leadership opportunities;
(2) transferring proven local practices via accessible, low-literacy tools and storytelling;
(3) integrating grassroots knowledge into institutional systems through participatory documentation and policy engagement.
By elevating local knowledge, P4P promotes inclusive, community-driven, and cost-effective preparedness, fostering resilience and equitable, locally led climate adaptation.

Job Description: Finance Officer — People for People (P4P) / OCI Seed Funding (Bangladesh)
Job Title: Finance Officer, People for People (P4P)
Contract Type & Duration: Fixed-term, aligned to project cycle (May 2026–Jan 2027)
Duty Station: Sarakhola, Bagerhat (with frequent travel to coastal project locations)
Reporting to: Finance Focal at CODEC
Monthly Salary: 35, 000 BDT
Working Conditions
Finance Officer will be primarily based in Shoronkhola, Bagerhat, with monthly travel to Ramgati, Lakshmipur.
Frequent field travel to coastal communities; ability to work flexibly during peak activity periods.

Additional Requirements
Responsibilities & Context
Preparation of payment vouchers with ensuring deduction of Taxes & VAT;
Keeping invoices, staff advances other documents and records properly & safely;
Data entry in accounting system;
Prepare payroll of area office and submit to Finance & Admin Officer for checking.
Update all financial books and records as per financial procedures following CODEC financial procedures.
Maintain all the personal Files of the Project Personnel properly.
Maintain leave records including annual, sick leave along with other travel approval documents properly.
Maintain and update all bill and vouchers of every expenses of the program.
Ensure maintenance of purchase procedures. Ensure the accounts keeping, stock registers etc at Project office.
Assist Project Officer in preparing monthly, quarterly, and annual project Financial and Administrative Reports.
Keep invoice and all other related documents, so that internal & external Audit could be performed without any objections.
Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation.
Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any report able incident takes place, encourage others to do so.
S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy.
